Regression:[NTP]Shortcut tile remains selected

Chrome Version: 72.0.3605.0 (Official Build) Revision 7a592c61308c0774ad0ccbb799496d2c47020ca9-refs/branch-heads/3605@{#1}(32/64-bit)
OS: Windows(7,8,8.1,10), Mac (10.13.1, 10.13.6, 10.14.2)

Pre-condition: Enable "Enable using the Google local NTP" ,"New Tab Page Background Selection" and "New Tab Page Custom Links" flags under chrome://flags.

What steps will reproduce the problem?
1. Launch chrome, open NTP, add a shortcut to NTP by clicking on 'Add a shortcut' option.
2. Now click on three dot('Edit shortcut') option for the added shortcut to open the 'Edit shortcut' overlay.
3. Now press 'Esc' and observe.

Actual Result  : Shortcut tile remains selected on NTP.
Expected Result: Shortcut tile should not remain selected on NTP.

This is a regression issue broken in ‘M-72’ and will soon provide bisect info:
Good Build : 72.0.3604.0 (Revision : 605913)
Bad Build  : 72.0.3605.0 (Revision : 606281)

You are probably looking for a change made after 606188 (known good), but no later than 606189 (first known bad).
