Voiceinput should not start without network.

Issue description

Version 72.0.3601.0(platform 11231.0.0-18.11.05) dev-channel kevin test
Google_Input_Tools_Version:72.0.20181106.220280811

REPRO STEPS:
1.Turn off network.
2.Open opt-in menu.
3.Click Voiceinput icon.

Actual result: 
Voiceinput starts.

Expected:
Voiceinput cannot start to tell user cannot use voiceinput.

Skimming thru the code, I don't think we ever have "network error message" UI for the VoiceView.

Besides the above repro (launched from the shelf): If launched from the keyboard, the VoiceView flashes then vanishes. Verified with old-UI impl: Same flashing-then-vanishing behaviour, no matter where it's launched from.

Re-assigning for PM/UX inputs on expected behaviour and visual design first.
