Regression: [NTP] Hover effect is not seen on thumbnails after removing the shortcut.

Chrome Version:72.0.3605.0 (Official Build) Revision 7a592c61308c0774ad0ccbb799496d2c47020ca9-refs/branch-heads/3605@{#1} 32/64 bit
OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2)

Pre-Condition: Enable "Enable using the Google local NTP" ,"New Tab Page Background Selection" and "New Tab Page Custom Links" flags under chrome://flags

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and add few thumbnails.
2. Now, click on Three dot icon, click on edit shortcut and then on 'remove' button.
3. Hover mouse on thumbnails and observe. 

Actual  : 1. Hover effect is not seen on thumbnails after removing the shortcut.
          2. Three dots(edit shortcut) are not visible after removing the shortcut.

Expected: 1. Hover effect should be seen on thumbnails.
          2. Three dots(edit shortcut) should be visible after removing the shortcut.

This is a regression issue, broken in M-72 series, and will soon provide bisect info:

Good Build: 72.0.3604.0(Revision:605913)

You are probably looking for a change made after 606188 (known good), but no later than 606189 (first known bad).

The fix landed yesterday, but did not make it to today's Canary (https://chromium-review.googlesource.com/c/chromium/src/+/1325075). Marking this as fixed for now.
