keyboard can not use after booted

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36
Platform: chromebook

Steps to reproduce the problem:
1. press Power+Fresh key;
2. typing keyboards randomly all the way while OS is booting;
3. OS screen shows login,but the chromebook keyboard can not be used.

What is the expected behavior?
I can use chromebook keyboard all the way.

What went wrong?
It seems kernel driver can not be probed for i8042 keyboard.

when this issues occurs,i can connect another USB keyboard,the keyboard can work
