keyboard can not use after booted

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36 Platform: chromebook Steps to reproduce the problem: 1. press Power+Fresh key; 2. typing keyboards randomly all the way while OS is booting; 3. OS screen shows login,but the chromebook keyboard can not be used. What is the expected behavior? I can use chromebook keyboard all the way. What went wrong?
