Issue descriptionVersion 72.0.3601.0(platform 11231.0.0-18.11.05) dev-channel kevin test REPRO STEPS: 1.Two fingers touch task bar. 2.Shelf position -> Right (or Left). Actual result: Right Shelf appear, but the bottom one still show.

The repro steps seem a little incomplete. * It seems that there needs to be a full-size window at the start? * It seems that this needs to be in clamshell mode (otherwise the shelf can't be moved to the right), with a touch screen (for the two-finger touch) * The last repro step seem to be to move the fullsize window into non-maximized state for the bottom duplicated shelf to reappear?
