Clean up ARC code in Chrome.

This is a tracking issue about misc clean up items;
- Get rid of Singleton from ArcBrowserContextKeyedServiceFactoryBase
  - base::NoConstruct is a way to go now.
- More clear separation of provisioning / auth flow, from ArcSessionManager.
- Move more utilities from c/b/c/arc/arc_util to components/arc/util.
- Extract Mojo bridge parts from ArcAppListPrefs.
