Steps To Reproduce:
(1) Hover mouse cursor on one of the shelf app icon until tooltip appears.
(2) Hover mouse cursor on "stylus tools" icon near system tray until tooltip appears. (or alternatively, magnifier tool or any other icons that appear in the same place)
(3) move cursor around to see when the tooltip disappears.

Actual Result:
On the app icon, it takes more than 1 second until a tooltip appears.
On the other icons, it takes less than 1 second.

This happens because the system tray and the other icons are not covered by the main shelf view. By the same reason the locaitonWe may want to connect the dedicated tooltip implementation logic to system tray icons as well for making UI consistent.

The same thing for unified system tray (indicators) icons is tracked by 
Issue 888072.
