Assign to jbroman@ who is author of the CL[1] starts causing flakyness.

The Findit report doesn't appear to point at my CL, and the relevant test doesn't use WebGL. Reassigning to masonfreed@, who wrote r603127, which is what a local bisect points to.

Interestingly, the flakiness appears to be that it sometimes *passes* when it's expected to fail. :)
