In page print button test case broken

Issue description

Chrome Version: 70.0.3538.77
OS: Linux and Windows, have not tested others.

Open attached HTML page and click the "print" button. This should open a new window with a Print Preview so that the user can print the content, but instead the new window immediately closes.

Bisected to https://chromium.googlesource.com/chromium/src/+log/35f6dd337c9f336cb4f9a322e444a1f60668f2fc..dc7889d8b9027cc1b7ce22790fbf74bc0ab5d7a2 and confirmed locally that reverting https://crrev.com/c/1115203 fixed the issue, so cc-ing nasko@.

This was a test case for  bug 820105  originally. Currently still trying to determine why that bug had many reports, but so far no reports have occurred for 69/70 - may be something unique about the test case, or local setup.

It looks like the explanation for why there have been no reports of  bug 820105  in Chrome 69+ is that the bug only reproduces if the HTML file is being stored locally - i.e. if you download the file and then open it in Chrome. Leaving this open to get feedback on whether this is working as intended, but it does not seem to be high priority.
