Steps To Reproduce:
(1) Enter learn mode in ChromeVox (ChromeVox+O>K)
(2) Press the function keys in order

Expected Result: You would hear the correct names for the keys (Back, Refresh, Toggle fullscreen, Toggle window overview, ...) 
Actual Result: You hear the order as it is on older Chromebooks (Back, Forward, Refresh, Toggle fullscreen, ...)

What is the impact to the user, and is there a workaround? If so, what is it? Users with low/no vision may be misled about their function keys. No workaround short of fixing this.
