Bluetooth switches off and requires a restart to be switched on

Project Member Reported by lschild@google.com, Nov 7

Issue description

Chrome Version : 69.0.3497.120
OS Version: 10895.78.0

What steps will reproduce the problem?
1. Use pixelbook without restarting for some time (can be a few hours or days)
2. Bluetooth will switch off on its own and it won't be possible to enable it without a restart. https://screenshot.googleplex.com/Dizs7nXgiZx

What is the expected result?
Bluetooth works reliably and doesn't require frequent restarts to work.

Please provide any additional information below. Attach a screenshot if
possible.

Considering the number of Googlers that use pixelbooks, the limited number of usb ports on these devices bluetooth keyboard/mouse usage is quite common (not to mention that bluetooth keyboards are used commonly for about a decade now) and all the public complaints about bluetooth reliability on chromeos (especially for a premium device that the pixelbook is sold as) I'd love to see a quick resolution (I don't mean a few weeks... but had a number of my bugs closed after years of inactivity... so a few months/quarters would already be great :) )
