Add more capacity to chromeos-amd64-generic-rel's builder & test pool

It's got just enough to get by on normal days. But when an outage occurs (a wave of bot_deaths, or perma-failing tests), things get backed up badly.

The bot likely needs more builder and test machines. We should add enough so it can stomach these types of outages w/o falling over.

Status: Fixed (was: Assigned)
This should be fixed after #1. The bot's now got room to spare under normal load.
