Event.Latency.[ScrollBegin|ScrollUpdate].Wheel.HandledToRendererSwap2_Main regressed by 22% on Dev 99th percentile.

The UMA link shows the regression on Dev between 71.0.3578.20 and 72.0.3590.0

The regression is Dev only, the equivalent touch metrics shows a
similar regression but it is too noisy to be confident:
