Hook up the webxr frame timeout / spinner UI on desktop |

Issue descriptionWebXR on desktop doesn't currently have a spinner show when the page isn't submitting frames, like android does. We should hook up the same UI for desktop. Because the device integration code and browser code live in separate processes, we'll potentially need an extra signal or some way to allow the spinner to render without waiting for webxr content, while still not blocking giving out poses for webxr to potentially make progress.
