WindowResizeHelperMac::EventTimedWait shouldn't allow base sync primitives

WindowResizeHelperMac::EventTimedWait
is instantiating its own ScopedAllowBaseSyncPrimitivesOutsideBlockingScope.
This blindly allow anyone using this class to block.
Instead, the callers would need to provide the allowance.

We can limit the scope to 
  CATransactionCoordinator::PreCommitHandler
  CATransactionCoordinator::PostCommitHandler
