Issue description

SingleThreadTaskGraphRunner::WaitForTasksToFinishRunning
is instantiating it's own ScopedAllowBaseSyncPrimitivesOutsideBlockingScope.
This blindly allow anyone using this class to block.
Instead, the callers would need to provide the allowance.
