On toggle of wrapper from display: none; to display: inline, inner SVG reloads from "disk cache" hundreds of times

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1.  Setup an HTML element wrapper for an SVG
2.  Open DevTools > Network tab
3.  Toggle the wrapper with css: display: none > display: inline
3.  See the network tab reload asset from cache hundreds of times

What is the expected behavior?
only reload from cache 1 time

What went wrong?

I forgot to mention, this has happened going back to Chrome 68 and possibly earlier
