Continue where I left off does not reopen the tabs where I left off

Issue description

Chrome Version       : 70.0.3538.77
URLs (if applicable) : any URL is fine
OS version               : 10.13.6
Behavior in Safari (if applicable):
Behavior in Firefox (if applicable):

What steps will reproduce the problem?
(1)Open few tabs and visit some sites
(2)Close the Browser
(3)Reopen  browser

What is the expected result?
Should Open tabs where I left off


What happens instead?
Opens 1 new tab (blank)

Issue is not reproducible on Linux machine.

Thanks for the report. Can you reproduce it in latest Canary? I think this was a known issue and has been fixed for Chrome 71 or 72?

Thanks for your report.

To be clear, when you say "close the browser" do you mean:

1) Quitting the *app*, via cmd-q or Chrome -> Quit Google Chrome, or
2) Close the *window*, via cmd-shift-w or the red "close" button?

In the former case, Chrome should restore all the windows that are still open; in the latter case, you aren't actually quitting Chrome, just closing a window, so we assume you no longer want that window.
Status: WontFix (was: Unconfirmed)
