Camera app unable to start on Chrome OS 70 |

Issue descriptionChrome version: 70.0.3538.76 OS version: Chrome OS Case#:17437429 Device: Dru (Scarlet) Description: Using managed accounts, camera app does not work after first launch with arc ++ enabled Steps to reproduce: 1. Log into an enterprise account on the device with ARC++ enabled 2. Open the camera app 3. Close the app, and attempt to open it again Current Behavior / Reproduction: After the first instance, the app never opens again even after a reboot of the device. Expected Behavior: The app should open every time it is clicked Drive link to logs: https://drive.google.com/open?id=1fh7QqTJd2Uz_yQg2h2d7GxzRsqjrRZW7 This only happens with managed accounts. If I sign into the device with a personal account, the camera app opens every time. This is affecting a large number of EDU customers by limiting their ability to sign into their devices, as they use QR codes to allow their K-3 grade students to log into them. Similar issue seems to be reported in b/118860552

Switching component, as issue is with the Chrome OS camera app, not the android version.

Also, the camera is able to start if you go to the Webstore and launch it from there. Anywhere else, the camera does not respond.
