Picture-in-Picture window rounded style does not apply to mediastream

Issue description

Chrome Version       : 72.0.3600.0
OS Version: 11228.0.0

What steps will reproduce the problem?
1. Go to https://beaufortfrancois.github.io/sandbox/media/picture-in-picture-playground
2. Click "Toggle MediaStream" button
3. Click "Toggle Picture-in-Picture" button
4. Picture-in-Picture window opens.

What is the expected result?
Picture-in-Picture window has rounded corners like it does with regular "video src=".

What happens instead of that?
It does not. It is rectangle.

I realized it might be fixed by https://chromium-review.googlesource.com/c/chromium/src/+/1322188 actually.

The following CL should fix this issue:
[1] https://chromium-review.googlesource.com/c/chromium/src/+/1242726 (landed)
[2] https://chromium-review.googlesource.com/c/chromium/src/+/1322188 (under review)

The first CL [1] adds the rounded corner but it is applied ONLY for the first PIP window unintentionally. The second CL [2] fixes that issue.
