Cannot drag maximized windows to other screens.

What steps will reproduce the problem?
(1) Have dual screens (not in mirrored mode)
(2) Open a windowed app (files, settings, or any other web-app set to open as window)
(3) Maximise the window
(4) Try to drag the window from one screen to the other.

or
(2) open a chrome window with a single tab (so that the rest of the tab-bar is visible)
(3) Maximise it
(4) try to drag the window using the tab-bar (not the tab) to the other screen.

What is the expected result?

Window should be dragged to the other screen

What happens instead?

Nothing.

Note that tabs in maximised chrome windows can be dragged from screen to screen.
Note that to drag a maximised windowed app, or a chrome window, you have to restore, drag it, then re-maximise.
