Per https://developer.android.com/guide/topics/ui/multi-window#configuring, it looks to me like apps targeting SDK 24+ should implicitly support Android split screen. So I think the WebAPK shell update that uprevs the targetSDK should ensure WebAPKs work with split screen. It would be good to verify this.
