Steps to reproduce the problem:
1. create an element with a mouseout event which console.log a stromg
2. ckick the element
3. watch the console output

What is the expected behavior?
click should not dispatch mouseout event

What went wrong?
click will dispatch mouseout event

sorry because my company's policy, I can't upload any file; so if needed, I'll give a reduced test case after work;
test this with ie11/chrome 70.0.3538.77 (64bit) on windows/chrome 70.0.3538.77 (64bit) on mac; only chrome on windows get this bug.
