ranked flakiness should consider without patch failure

I think test failure like below should be counted on ranked flakiness

Also it should be processed by find it?

Hi tikuta@, thank you for reporting this to us, But I'm a bit confused: the failed test in the linked bug seemed to be a consistent failure rather than a flake? Could you share more details on what should be the expected behavior?

Actually, we cannot conclude that the failure is consistent or it happened with 99.9999% without deeper look at the code.

In that meaning, I hope find it consider the test failure on without patch step as flaky and run its analysis pipeline.
