In a Parallel CQ, there will be a desire to test a CL against all CQ builders without submitting. We should mirror the current Chrome behavior: CQ+1 to run without submit, CQ+2 to run to submit. Former form differs from PreCQ today in that it will test all 88 builders, not just the select few added to PreCQ. Only the later form will include hardware testing.

This is a relatively simple change. We need to change two places: the Gerrit UI config and the pre-cq-launcher-turn-cq-launcher (or, potentially, the converged Chrome/ChromeOS CQ launcher). The subtasks are filed as blockers against this bug.
