Wasm waterfall LUCI windows builder is not building

As far as I can tell, the build script is never executed, and there's no output other than purple internal error:

The underlying bot is dead and tasks expire: https://chromium-swarm.appspot.com/task?id=4102480401ce5f10&refresh=10&show_raw=1&wide_logs=true. This is bot page: https://chromium-swarm.appspot.com/bot?id=swarm937-c4&sort_stats=total%3Adesc. I've respawned the bot and the builds are running again.
