Cant edit URL in location bar

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
Here is a video https://streamable.com/jxn3w

1. select the hash portion of the url
2. press backspace to delete it (it does nothing)
3. so I figured I may be able to delete that with spacebar, it does not, it just pushes the selection forward

What is the expected behavior?
