There are lots of reports of git cl upload is slow. Most aspects of this are out of Chromium's direct control, where it's the performance of Gerrit APIs. Using this as an overall tracking bug for the issue and for communication with Chromium developers as we collect data on the problem and can start working with Gerrit team to understand and hopefully improve.
