[CCA 5.2.6] Preview screen shown "Mirroring" option in "Back" facing camera

Issue description

Chrome OS vers: 11151.22.0, 71.0.3578.36  (beta) channel 
Android vers: 9
Devices: Nocturne, Soraka, Nautilus

Steps To Reproduce:
1. Open "CCA 5.2.6" app from launcher in (landscape mode with/without keyboard docked)

Observe behavior below:

Expected result:
"Mirroring" option should not available on "Back facing" camera

Actual result:
Preview screen shown "Mirroring" option available on "Back facing" camera

Sorry, the related entries in the test suite was confusing. I have updated them.
Basically, mirror button should be shown for any facing on any devices.

Mirroring options should be shown for front-facing/back-facing/external cameras.

1. Mirroring should be default 'on' for front-facing and external cameras, and the user-toggled-state of either front-facing or an external camera will be remembered and persists respectively.
2. Mirroring should be default 'off' for back-facing cameras, and the user-toggled-state of the back-facing camera will be remembered and persists.

Verified #3, on Nocturne, Soroka, Nautilus with build 11151.23.0, 71.0.3578.39 (beta) channel with CCA 5.2.6. works as expected
1. default "ON" for front-facing
2. default "OFF" for back-facing

but not able to verify on external camera
"not able to verify on external camera" means you don't have an external camera to verify? Thanks.

It seems unable to verify mirroring on external camera due to 903565. Closing this issue and please reopen it if #5 isn't working.
