[Windows WebXR VR] Chrome doesn't exit presentation when headset is unplugged.

Issue description

Chrome Version: 72.0.3595.2
OS: Win 10
Device: Oculus, Vive, Windows Mixed Reality

While still in the VR presentation and unplugging the Vive headset (or any of the VR headsets), Chrome doesn't exit the presentation automatically.

What steps will reproduce the problem?
(1) Go to a WebXR site and press enter VR. E.g. https://immersive-web.github.io/webxr-samples/positional-audio.html
(2) Unplug the headset from the computer.

What is the expected result? I'd expect Chrome to exit VR and or display some error msg to the user.

What happens instead? Chrome doesn't exit the presentation automatically. It still looks like it's in VR, there's still and exit VR button. While Steam VR shows a couple error msgs in red; 'Not Ready', and 'Headset not tracking'.
