Remove BLE_ADVERTISING_NOT_SUPPORTED consideration from TetherService

TetherService considers whether or not BLE advertising is supported on the Chromebook before attempting to create TetherComponent. Since Instant Tethering no longer uses BLE advertising, we can remove this logic -- this has the nice benefit of simplifying TetherService a bit.
