Clean up of code preventing upload of Elo/JCB cards to Google Payments

Issue description

This is a followup to  http://crbug.com/868552 .

The feature has been launched, but is currently relying on Finch configs instead of being enabled by default, because it's yet unclear if the upcoming Autofill Auth project will allow us to start saving Elo/JCB cards again.

This bug exists to keep track of the cleanup of this feature.
