When custom modal is layered over an element, the background element is showing even with a lower z-index.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Click 'Init' button
2. Click 'Close' button to close custom modal
3. Click '?' button to open custom modal

What is the expected behavior?
After Init button is pressed the initialize function builds some of the components.  The custom modal with class of 'infoContainer1' should be on top of the grey header.  There is also issue with the custom dropdown when modal is closed.

What went wrong?
The grey header of the non-modal background DOM appears when the modal is open.

The custom dropdown also has issues with rendering above elements.

Did this work before? Yes Stable 68

Does this work in other browsers? Yes

Chrome version: 70.0.3538.77  Channel: stable
OS Version: 10.0
Flash Version: 

Works fine on other browsers and worked on Chrome 68.  Does not work as intended on Canary 72 either.

Current Fiddle shows changes to video element height and width affect DOM rendering.  If you set the height and width to 100% in the CSS, renders correctly until you resize the window to smaller/more narrow than rendered element.

If video is set to height and width of parent element, render issue is visible until you resize the window to smaller/more narrow than the elements.

Tried testing the issue on reported chrome version #70.0.3538.77 using Windows 10 by following below steps.

Steps:

1.Launched chrome.
2.Navigated to "https://jsfiddle.net/MatthewBellmore/hxcwgm5u/169/".
3.Clicked on "Init" button.
4.Clicked on the "Close" button.
5.Clicked on "?" button and observed that custom modal appears with a transparent background over existing screen.
Note: Same behavior is observed in Firefox also.

@reporter: Could you please review the attached screencast and let us know if anything is being missed here. Request you to confirm if this the issue you are pointing to so that it would be really helpful for further triaging of the issue.

Apparently you need a standard-density display for this bug to happen, not HiDPI or Retina or scaled in OS settings.

Other things that affect the render are resizing of the window and changing the height and width of video element.

The render issue also changes the custom drop down/select elements display.

Able to reproduce the issue on reported chrome version #70.0.3538.77 and latest chrome #72.0.3605.0 using Ubuntu 17.10, Mac OS 10.14 and Windows 10 by following steps as per comment#0.The following is the bisect information.

Bisect information:

Good Build: 70.0.3500.0
Bad Build: 70.0.3501.0

I see now that the testcase in comment 2 uses a video. I am pretty sure this is 900602.
