[Tab loading animation] The new Loading Indicator/Spinner flickers for a moment when detaching/attaching a tab from/to the Tabstrip |

Issue descriptionChrome Version: Canary 72.0.3603.0 OS: macOS 10.14.1 (maybe OS=All?) What steps will reproduce the problem? (1) Open two tabs (A+B) and visit a page in Tab B. (2) Detach Tab B from the Tabstrip. (3) Attach Tab B back to the Tabstrip. What is the expected result? The new Loading Indicator/Spinner should not flicker. What happens instead? The new Loading Indicator/Spinner flickers. Two Screencasts are attached (actual vs. expected). It's a regression but probably not high prio :) Thanks for looking into it.

Yes, it is still an issue in latest Canary. But is not so noticeable as before, because the tab-animation throbber height has been reduced recently.

Have also seen this happen on detach state where the page contents refresh which seems to cause the loading indicator to show up very briefly.

This no longer repros for me (on Windows Canary at least) with all the rewrites that have happened. mehmet@ can you reopen this if it still happens for you?
