Image background attachment is not local if another image background attachment scrolls

OS: MacOS 10.13

What steps will reproduce the problem?
(1) Open the attached testcase, scroll.html
(2) Scroll the box

What is the expected result?
The stars background should scroll.

What happens instead?
The stars background does not scroll.
