i captured some screenshots for describe this issue as possible. any of website can affect this issue. it's just about luck and unpredictable time interval. thanks.

yes may be. and sometimes fonts color and backgrounds affecting that too.

furkanazimech@ Thanks for the issue. Tested this issue on Windows 10 and Mac OS 10.13.6 on the reported version 70.0.3538.77 and the latest Canary 72.0.3604.0 and unable to reproduce the issue by following the below steps. 1. Launched Chrome and navigated to few websites. 2. Could observe that the webpage is rendered correctly and no issues are observed. Attached is the screen cast for reference. Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks..

Hi again, i created a new user and checked again but it's same... (i added a new screenshot via this new user.) Also then i realized something different about that. I am using most of time Chrome Browser with Developer Tools because of my job. I also tested it without Developer Tools and i didn't see any issue what i described before. Can be about opening the website with Developer Tools?

- adding comment - no may be it's not about using with DevTools. It's happening again. but i think it's about JavaScript interactions. When i trigger some buttons or list with click or the other events, it's happening directly too. this issue only in Chrome Browser. i also have Firefox, Edge(using Chromium), Opera(using Chromium), Internet Explorer 11, and there is nothing about that in these. Also i wrote it in my first comment. This issue happening after the update Chrome version 68 to 69 and 70. Thanks.

So... so far, all we know is that it's happening with Chrome 69 and 70, and not with earlier versions. @furkanazimech Have you tried Chrome 71 or 72? Any problems there? If yes, what about Opera 56 (which appears to be using Chromium 69 - and Chrome 69 is reportedly affected)?

Given the visual artifacts and the fact that it affects backgrounds as well this looks more like a painting issue. Over to the paint team for further triage.

This very strongly reminds me of a raster issue on Android a little while back. The results are identical. That was a compositor raster issue, and this seems to be also. What happens if you disable GPU using chrome://flags?
