OS:  Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.1)  and Linux(14.04 LTS)

Steps to reproduce:
1. Launch chrome, navigate to chrome://flags, click on 'Reset all to default' and relaunch browser.
2. Now click on 'gear' icon and click on 'chrome backgrounds' to open the Select a collection overlay.
3. Click on Done button and observe.

Actual  :  Click effect is seen on 'Done' button on 'select a collection' overlay even when it is disabled
Expected:  Click effect should not be seen on 'Done' button on 'select a collection' overlay even when it is disabled

This is Regression issue seen in M-70, and will soon update other info.

@sweilun: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message, Tried on other machines but still getting the same error again.
2.Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds, hence providing suspect through Manual change-log.
3.Above issue is seen only on remote NTP not on local NTP.
