Issue description
Chrome Version: 70.0.3538.76 (Official Build) (64-bit)
OS: Chrome
What steps will reproduce the problem?
(1) Not sure why I got the notification in the first place ("smart lock is turned on", cf. 1st screenshot)
(2) Clicking "Change Settings" leads to a settings page that contains nothing about smart lock (cf. 2nd screenshot)
(I've filed feedback from my google.com account.)

Hi Thiemo, re: (1): Why is this notification surprising to you? Did you not enable Smart Lock before this notification appeared? If not, do you remember any significant actions you may have done before this notification appeared? re: (2): I suspect that Smart Lock isn't showing under Screen Lock settings because Thiemo is not in g/easyunlock-dogfooder. Generally, I'm baffled as to how Smart Lock could have been enabled on Thiemo's device, because he is not in g/easyunlock-dogfooder. (Thiemo, am I right to assume you were on your @google.com account, not your personal account?)

Yes, it's my google.com account. I don't remember turning on smart lock, that's why I'm surprised about the notification. (I connected my new Pixel 3 to the Pixelbook, but I didn't consciously enable smart lock.)

[Thiemo, I'm assuming that you went through our "Better Together" setup flow (looks like [1]). Please let me if you didn't.] There are a few issues at play here: A) Clicking "Change Settings" leading to the wrong Settings is a known issue which was a fixed a while back; its fix will be present when Better Together launches in M71. B) You should not have received this notification in the first place -- Smart Lock incorrectly believed it was enabled. This bug is being tracked at crbug.com/905384. To be clear, Smart Lock is not enabled on your device because it is prohibited by Google corp policy. C) Normally, when you clicked this notification, you would have been brought to the correct Settings screen (under Settings > Connected Devices) which would show that you had enabled Smart Lock. Given that this behavior was broken, you as a user had no way to visually confirm that you had turned on Smart Lock, or disable it if you would have liked to. IMO, this isn't a real UX issue because we've entered undefined behavior territory.
