Flickering of page contents and scroll-bar is seen for www.justfab.com

Chrome Version: 72.0.3603.0 (Official Build) 5edf276f371d84cdd49179c8cb6a3dd210bdfe20-refs/branch-heads/3603@{#1} (32/64 Bit)

OS: Win(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.13.1,10.13.6, 10.14.2).

What steps will reproduce the problem?
1. Launch chrome, Navigate to the above URL.
2. Scroll down once with mouse wheel and observe the page.

Actual: Flickering of page contents and scroll-bar is seen.
Expected: Page contents and scroll-bar should not flicker.

This is Non-regression issue seen from M-60 build #60.0.3072.0

Note: 
1. Issue is also reproducible on Stable #70.0.3538.77, Beta #71.0.3578.30, Dev build #72.0.3602.2
2. Issue is not seen on Firefox and Safari browser.

This looks like a layout stability issue and likely specific to the page. I'm unable to reproduce locally though.
