What steps will reproduce the problem?
(1)Recover build>> In OOBE, change language to Arabic
(2) Click on Next button and click on any WiFi network and hove on close icon >> Observe tooltip is not seen

Actual: Tooltip is not seen for close icon in OOBE screen (Issue is seen for dictation, rotate screen dialogs also in  latest M72)
Expected: Tooltip should be seen 

This is a Regression issue as same is working fine in M-65

NOTE: Able to reproduce the issue on M66, M67, M68, M69, M71 ansd M72 also
