OS : Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS), Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome, click on Avatar icon and sign in to chrome with valid credentials.
2. After signing in, open NTP, click on Avatar icon and click on current person (i.e "Syncing to").
3. Observe search box on chrome:/settings page.

Actual Result : Default text caret is not seen inside settings 'search box' after navigating to chrome://settings page from profile chooser.

Expected Result : Default text caret should be seen in 'search box' on chrome://settings page after step 2.

This is a regression issue broken in M-72 and below is the change log information:
Good Build : 72.0.3592.0 (Revision : 602947)
Bad Build : 72.0.3593.0 (Revision : 603285)

Note:
1. Unable to provide bisect using 'per-revision' script as it shows "We don't have enough builds.." error message for above regression range.
2. Issue is not reproducible in Chromium builds hence provided manual suspect from change log.
3. Issue is also seen in Dev build #72.0.3602.2
