Firmware Version:(for ChromeVox): Google_Cave.7820.384.0
Steps to repro:
# Convert to Dev/Canary Channel in chrome in Windows, with JAWS On
# Tab to Settings menu to the left top corner.
# Select “On start up” section , and click enter
# Startup page is displayed
# Click on tab to navigate to the page
Expected: “On Startup” page should remain when we click tab.
Actual: Page gets reverted back to Home page
Repeat the above steps using windows and NVDA combination And
Chrome OS with ChromeVox

Version of Chrome:
1. 72.0.3595.0 (Official Build) canary (64-bit) (cohort: Clang-64) and

Steps to repro:
# Navigate to Chrome://Settings page
# Tab to Settings menu to the left top corner.
# Select any of the headings, for example, “On start up” section , and press enter
# Page scrolls to the “startup” heading
# Press tab to for the focus to land in the startup section on the page
Expected: We should scroll to the “On Startup” section of the page on tabbing On Startup.
Actual: However, focus moves to the top of the page unexpectedly making navigation to the sections selected very difficult with screen readers.
Repeat the above steps using windows and NVDA combination And
Chrome OS with ChromeVox
Results for ChromeVox: Results are same as above
Results for NVDA: Results are same as above
Summary: chrome://Settings screen reader focus unexpectedly jumps to top of page (was: Screen Reader Focus does not stay in the selected options and reverts back to home page)

This issue was making chromevox stuck and I was not able to linear navigate further.
