Instead of uploading code coverage reports by buildername/buildnumber, we should use the buildbucket build id for the build generating it.

Since the buid id's are only unique within a given instance, we should also include the instance name in some way. e.g. cr-buildbucket.appspot.com/b/123478970787 as the gs path within the bucket.
