Need to mark CTS tests as known failures for certain OS versions |

Issue descriptionPer discussion at https://chromium-review.googlesource.com/c/chromium/src/+/1318689 We cannot update CTS tests for L/M, and we don't want to keep some tests disabled forever. Therefore, marking CTS tests as expected failures only for certain OS versions would be helpful in enabling more tests.

This is already possible after https://chromium-review.googlesource.com/c/chromium/src/+/924248/ But after talking with Bo, I will made the json file that we use to skip tests more readable, see https://chromium-review.googlesource.com/c/chromium/src/+/1324991/ |
