App chooser is not displayed if opened from secondary monitor [to the left of primary monitor]

Issue description

Chrome Version: 71.0.3578.21 and 72.0.3593.0
OS: Chromebox

What steps will reproduce the problem?
(1) Configure device with two monitors.
(2) Configure RHS monitor as "primary", LHS as "secondary".
(3) Click the little circle to show the app chooser.

What is the expected result?

Expect that the app chooser is displayed.

What happens instead?

App chooser is not displayed.

The taskbar does stay visible (if configured to auto-hide) until the place where the circle should be is clicked again, suggesting that CrOS _think_s it is displaying the chooser.  However, clicking in various places where the buttons would be doesn't cause anything to launch, so I think the actual position of the app chooser is wrong, not just the pixels being shown.
