Document libprotobuf-mutator in Chrome OS

Since libprotobuf-mutator works in Chrome OS and people have expressed interest in using it, we should document it so that we don't need to help each of them individually.

I have actually started working on this already. I have an example fuzz target written, but need to go back and finish the write up.

fuzzing: Add instructions for libprotobuf-mutator.

This adds a section explaining how to write fuzz targets that use
libprotobuf-mutator.
