Right-clicking on links intermittently does not display the correct menu for the context

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36 Steps to reproduce the problem: I cannot produce this reliably, probably only 1 out of 10 attempts. 1. Right-click on a link (text or image) What is the expected behavior? The menu should display context-sensitive items such as "Open Link in New Tab" What went wrong? The menu displayed is the one normally shown when right-clicking on a blank part of the page. (In the screenshot, I am right-clicking on the second link down) Did this work before? Yes Started happening since a month ago - not sure about the version Chrome version: 70.0.3538.77 Channel: stable OS Version: OS X 10.14.0 Flash Version: This can get super-annoying because Right-Click+Open New Tab is something I do a lot and now quite often, it just sends me to previous page.

Unable to reproduce the issue on reported chrome version #70.0.3538.77 and latest chrome 72.0.3602.2 using Mac OS 10.14 by following steps as per comment#0. Observed the menu display context-sensitive with "Open Link in New Tab". Attached screencast for reference. @reporter: Could you please retry the issue by creating a new person without any apps and extensions in it, reset all flags to defaults and let us know if the issue still exists. Sorry for the delay. Here's a video of me reproducing this on the newest stable version and an entirely new profile. You'll see it happen twice (first and last right-clicks). I still haven't figured out if there is any pattern to this.

Unable to reproduce the issue on reported chrome version #70.0.3538.77 and latest chrome #72.0.3608.0 using Mac 10.14 by following steps as per comment#0. Observed that the menu displays with context-sensitive with "Open Link in New Tab". As the issue is not getting reproduced from TE-end hence removing Needs-Bisect label and requesting someone from UI>Browser team to look into the issue. Thanks.!
