Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11210.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3593.0 Safari/537.36
Platform: 11210.0.0 (Official Build) dev-channel panther

Steps to reproduce the problem:
1. Enable chrome://flags/#enable-native-google-assistant
2. Switch the Chrome OS UI language to German.
3. Try to activate Google Assistant via Search + A

What is the expected behavior?
The Assistant window should come up.

What went wrong?
Google Assistant replies (in German) that it does not speak this language (screenshot 1).

However when you switch the Chrome OS UI language to English and activate the Assistant it understands and answers in German just fine (screenshot 2).

For better testing this should be fixed.

Same happens with Italian language. However it worked in dev channel a few builds ago

We have a lot of reports of users receiving "assistant can't speak this language" in Beta channel. Can we make sure that if Assistant doesn't know the local language it falls back to English.

Reports in C#3 are all about Australian English from Eve devices on M72.
