Chrome load too much (even drop some error when load) release the load only when i do Winkey or open Explorer browser...

Chrome Version       : 70.0.3538.77
OS Version: 10.0
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:ok
    Firefox:ok
    IE/Edge:ok

Seems like you are having a problem with your networking and Chrome correct? From the videos you seem to be getting ERR_TIMED_OUT?

Can you give us more details on the software you have installed on your system?

Providing a network trace may be of some use to the networking team.

the problem isn't because softwares on my pc , it was before i start to download something to my pc , the first software that i download its Chrome

Hmm, this looks almost like some of our experiments around background tab throttling, but in reverse :) We only start loading the tab when it is in the background!

I looked through the net-log for hit.ac.il and I noticed it stalled during cert verification time. Adding that component for further triage.
ao how should i repair/fix that problem?

Can you include the results of chrome://conflicts?

From the looks of the logs, things get wonky once you attempt to load https://svcs.ebay.com, after which all certificate verifications start slowing down. Specifically, this certificate - https://crt.sh/?id=610404151 . This certificate is OV, so it should not be triggering other networking activity by the OS.

From looking at the linked Chrome Product Forum, it sounded like you were given directions to reset the netsh configuration - which is good - but it looks like one important (and potentially relevant) command was missed:

netsh winhttp reset proxy

Can you try running that as well and seeing if it resolves the issue?

If it does not, the next step would be to collect CAPI2 diagnostics, as detailed at https://blogs.msdn.microsoft.com/benjaminperkins/2013/09/30/enable-capi2-event-logging-to-troubleshoot-pki-and-ssl-certificate-issues/ (and in more detail at https://docs.microsoft.com/en-us/previous-versions/windows/it-pro/windows-vista/cc749296(v=ws.10) ) to see if we can't narrow down what the OS is doing.
first of all tnx , i did this command and its says that i don't have proxy server,

anyway it's seems that the last comment from  csharrison@chromium.org is different from yours...

i enable that log, as you can see its attached.

There any tool or anything that i can do?
its seems that chrome start to load only when its on the background , (when i use Winkey or open Explorer its make background load of chrome)

Network Bug Triager here:
I looked at the NetLog provided in Comment 8. The ERR_TIMED_OUT was from the CertVerifier not being able to able to verify the cert within 30s, leading to a time out. Looking through other jobs, the first 48 cert verifier jobs were fast to complete cert verification within the time limit (the slowest was #4878, took 21296ms). The first slow cert verifier job was #8586 for px.powerlinks.com, took 57248ms. Then most of the subsequent cert verifier jobs were slow.
When iterating all the slow cert verifier jobs, I also noticed that you have connections to aa.agkn.com, which is usually a bad sign which may corrupt your web browser. You may consider remove it.

For everyone's information, the OP tested for this problem in Chromium and found that it is only Chrome-specific. This information was reported on the forum post.
