Pull LocalSurfaceId out of window service

Issue description

While it's okay for aura to know about LocalSurfaceIds, it probably doesn't make sense for the window service to know. Also, Mus introduce the concept of reverted operations, including size.

SurfaceIds are expected to be monotonically increasing and so reusing a reverted SurfaceId is a surface invariant violation.

Instead even reverts should just allocate new SurfaceIds and propagate them down to the child.

We discussed in length offline plans to update how the Window Service manages LocalSurfaceIds.

It will continue being a source of allocation and embedding. So this bug is no longer valid
